Yes unfortunately.
We are not a Theocracy but most in power currently are guided by the religious principles.
A generational shift will but an end to it though. It's on it's last legs.

I don't consider Turkey an islamic threat, even though they are a majority muslim nation, the gov't is still fairly secular...
Still, I do think Turkey is lately the biggest country responsible for ISIS's rise... but not for the usual reasons, just as a tool in their war against the kurds..
Enemy of my enemy sort of thing....
In this thing tho.. It's enemy of my enemy of my enemy of my enemy's enemy

I'm not denying that their gov't has muslim ideals and passes laws to promote those ideals, I'm just saying that they can do that and be considered a secular democracy at the same time. The Gov't we have in the US tries to pass religious bills all the time.

ISIS has attacked Turkey and made more threats against it..
There may be some higher ups who would like to see the return of the Caliphate in Turkey, but it's still Erdogan vs ISIS..
And Turkey has the 10th strongest military in the world

From wikipedia: Ending of the Inquisition in the 19th and 20th centuries[edit] The wars of independence of the former Spanish colonies in the Americas concluded with the abolition of the Inquisition in every quarter of Hispanic America between 1813 and 1825. In Portugal, in the wake of the Liberal Revolution of 1820, the "General Extraordinary and Constituent Courts of the Portuguese Nation" abolished the Portuguese inquisition in 1821. The last execution of the Inquisition was in Spain in 1826.[39] This was the execution by garroting of the school teacher Cayetano Ripoll for purportedly teaching Deism in his school.[39] In Spain the practices of the Inquisition were finally outlawed in 1834.[citation needed] In Italy, after the restoration of the Pope as the ruler of the Papal States in 1814, the activity of the Papal States Inquisition continued on until the mid-19th century, notably in the well-publicised Mortara Affair (1858–1870). In 1908 the name of the Congregation became "The Sacred Congregation of the Holy Office", which in 1965 further changed to "Congregation for the Doctrine of the Faith", as retained to the present day. The Christians have ended the inquisitions. www.theglobalist.com/the-failure-of-islam-to-reform/The existence of ISIS (the Islamic State of Iraq and the Levant) can be ascribed to the fact that, in contrast to Western European Christianity, there was never a reformation in the world of Islam. While the reformed, primarily protestant nations of north-western Europe, especially Britain, the Netherlands, Germany and the Scandinavian states, as well as France (still mainly Catholic, but with a strong separation of church and state) created modernity, the Arab world essentially rejected it.

This is something he said when I asked him about Turkey: Straight from the words of an honest Turkish man.
"Turkey has been secular country and still is secular in constitution (in practice I don't know recently lol). The only secular country in Islamic countries is Turkey actually. Also maybe this is interesting for you, Turkey is one of the first countries that gave the voting right to women, even before many western countries like France, UK. All of these great things happened because of our wonderful leader, Atatürk. Today is his death anniversary by the way. Anyways, many of the secular people are afraid and worried because of Erdoğan and his dreams about Islamic regime."
