Why doesnt the ncaa create more competitive games? Most teams have like one competitive game before conference play. Most top 25 games are not worth watching.

The NCAA isn't actually in charge of anything. The schools and conferences do their own scheduling. If you're scheduling a big out of conference game, you're either anticipating a huge gate for a home game or possibly a split gate with a neutral field. The big boys(who you want to see) don't want to play at other schools home fields. Nick Saban has been at Alabama for 15 years. When he played at Texas in the first game of the season, it was only the third non-conference road game he had played as head coach of Alabama.
