Cuomo says no can grow? Well that sucks. This is like saying tomatoes are legal, but you can't plant any in your garden.
Sounds like they're going the dispensary route. I'm sure a lot of people won't care because they don't want to grow, are too busy to grow, or think they don't know how to grow. They'll be fine buying it at a brick and mortar store. Good for them if it works for them and legalization keeps them from worrying about Johnny Law.
In addition to the people/companies supplying the weed to the stores, I could see this also being beneficial to the black market. Black market dealers may lose customers to the legal stores, but if the legal stores wind up selling bunk or their pricing is unreasonable, they may instead gain customers (some new to the market) who will eventually start looking for better quality/price. Prohibitions against growing also can help the black market because there will be customers who would have tried growing but instead will not take the risk and will keep buying from their black market guy. People illegally growing will keep illegally growing. They're probably happy that even if the supply of mass-market weed increases, the supply for quality homegrown will likely remain the same instead of increasing.
The losers are the people who want to grow for personal use so as to save money, have control over qualtity, or just not want to have to deal with the black market. I wouldn't be surprised if this is just a first step and over the next few years the law is either changed from within the legislature to allow growing or because of a grassroots effort.

They care about money and control, not about you or and single person. They strategically roll out limited numbers of liscenses . If you aren't high and and are not blowing the governor and don't have 100s of thousands in your bank account you lose

Whether you can grow it yourself or not, there is going to be so much more weed grown and circulated in the coming years that at worst the price of it will plummet. It's raining dank weed in my part of the world already but I would love it if it was cheaper and there wasn't a risk from the law. Baby steps..

I don't think it's possible to write laws that benefit everyone.
The big players are always going to win. Nothing new or surprising there. Whether it's a scam depends on where you are in the equation. To the person who just wants to buy a bag without legal hassles or dealing with dealers it's hardly a scam. If you're looking to grow for personal use only I can see how it's a scam. Black marketeers will have to adjust. Part of the game, yo.
In a way, the average guy not being allowed to grow helps out the black market (which is already more than willing to break the law) by keeping supply lower. Sure, the market could be flooded with legal dispensary weed. Weed that might be higher in price and lower in quality. More things that help the black market. Hopefully the black market continues on as always, but the increase in supply from the legal market helps to bring down the price on the black market so that people can get quality smoke for a lower price than they are currently paying.

I'm pretty sure I'm right an there is not much reason to assume otherwise. It's already the word liquor stores are preparing. In Oregon the OLCC controls it, and thats why medical and anybody mid to small legally got pushed out. Once that happens the government controlled marijuana cartel uses revenues to hire task forces using the state to help uphold monopolies by destroying as many non liscenced farms as possible. After all it's those individuals growing small amounts of plants ruining the market, not multi million dollar carpet bagging investors growing 15,000 plants on Giants plots legally .. what q fucking joke
